Can Water Freeze if it can't expand? Conclusion: She was unable to determine the answer because she was unable to keep it from expanding. She did find out that water has the force to crack a steel pipe when it expands as it freezes. She also found out through her research that scientists haven't found a material strong enough yet to withstand the expanding force of freezing water.
